We are no longer just consumers—we are the consumed. In the digital age, every scroll, search, click, and pause is quietly siphoned into a hidden engine of profit and prediction. What we once believed to be tools of empowerment—free email, social platforms, maps, music—have been weaponised into extraction machines. This is not a conspiracy; it’s a business model. And it now governs the architecture of our digital lives.

At the heart of this transformation lies what Shoshana Zuboff calls surveillance capitalism—a novel economic logic that thrives not on selling products, but on selling predictions of our behaviour, harvested from the surplus data we unknowingly emit. This behavioural surplus—the digital exhaust left behind by our online lives—is rendered, refined, and fed into machine intelligence to create prediction products, which are then auctioned in new behavioural futures markets. It is an economic system built on human experience as free raw material.

This shift was neither accidental nor inevitable. It was engineered—by a powerful and largely unaccountable technocratic elite, a group I refer to here as the Brologarchy: the digital lords of the 21st century who operate behind the friendly logos of Google, Facebook, Amazon, and Apple. These men did not just build platforms; they built a new empire of influence—one that seeks not just to know us, but to shape us.

Like the robber barons of the industrial age, today’s tech titans have created systems of digital enclosure—what Zuboff calls “The Moat Around the Castle.” They claim rights over our data, while evading the responsibilities of citizenship. They dismiss regulation as a threat to innovation. They manipulate legal grey zones and cultural norms to preserve a business model that depends on the constant dispossession of human autonomy.

This article explores the origins, logic, and consequences of the extraction imperative. From the industrial legacy of Ford to the algorithmic dominance of Google, it traces how capitalism has mutated from the production of goods to the production of predictions. And it asks the question now confronting every citizen of a democratic society:

Can we still govern ourselves, when our choices are no longer our own?

Section I. From Pokémon Go to Predictive Control: The Birth of Behaviour as Capital

When Pokémon Go exploded onto the scene in 2016, it was celebrated as a lighthearted innovation in augmented reality. People flooded parks, town centres, and street corners in search of Pikachu and Charmander, phones held aloft like digital compasses. But behind this mass phenomenon was something more strategic. The game’s architecture wasn’t just about fun—it was also about nudging behaviour. Niantic, the game’s developer, monetised foot traffic by allowing retailers and franchises to sponsor locations where rare Pokémon would appear, funnelling players into Starbucks outlets, McDonald’s franchises, and other commercial hotspots. The streets became a behavioural marketplace, and players—unknowingly—became participants in a new form of location-based advertising infrastructure.

This is a glimpse into what Shoshana Zuboff calls surveillance capitalism—a novel economic logic that treats human behaviour as a resource to be captured, analysed, and monetised. It does not thrive by selling products or services in the traditional sense. Instead, it appropriates human experience as free raw material, harvested through our digital interactions—search queries, map usage, photos, scroll speed, GPS location, keystrokes, even the pauses between clicks. This data, known as behavioural surplus, is processed by machine learning systems to create prediction products—highly valuable insights into what we are likely to do next. These predictions are then sold in behavioural futures markets to advertisers, corporations, political operatives, and beyond.

Take Google Maps, for example. It appears to simply offer directions. But behind the interface, it tracks your every movement in real time, feeding location data into Google’s broader prediction ecosystem. This helps advertisers know which routes are most trafficked, which shops get the most footfall, and which ads are most likely to convert based on physical proximity and timing. You benefit from convenience, but Google profits from foresight. As with Pokémon Go, the freedom of movement doubles as a mechanism of behavioural extraction.

At the heart of this system is a cadre of powerful and largely unaccountable figures I refer to as the Brologarchy—the elite class of Silicon Valley engineers, executives, and ideologues who designed, enabled, and now benefit from this surveillance-driven economy. Among them are Larry Page and Sergey Brin, who envisioned Google as a tool to anticipate—not just respond to—user intent. Eric Schmidt, Google’s long-time CEO and later chairman, described Google’s mission as "to get right up to the creepy line and not cross it"—a line that has long since been erased. Mark Zuckerberg, who famously declared that "privacy is no longer a social norm," built Facebook on the premise that data sharing is inevitable and beneficial. Their platforms were not designed to serve the public; they were designed to mine it.

What these individuals engineered is not merely a collection of useful technologies—it is a new architecture of power. Zuboff calls this instrumentarian power: a system that does not aim to coerce or terrify like traditional authoritarianism, but to predict, influence, and modify behaviour at scale through data-driven design. It does not seek obedience, but measurable outcomes. It is embedded not in police states or prison walls, but in recommendation engines, default settings, targeted notifications, and location-based nudges. You don’t notice its presence—because you’re already participating in it.

And this is the deeper truth masked by Pokémon Go, Google Maps, Spotify recommendations, and Instagram stories. What appears as empowerment is often engineered persuasion. What feels like choice is frequently a guided simulation. Freedom itself has become a vector of surveillance. In this new digital regime, democracy, autonomy, and even reality are not fixed foundations—they are now commodities, bought and sold by those with access to the data and the algorithms that interpret it.

This is not a dystopian future—it is the economic logic already embedded in the platforms we use each day. The question now is whether we continue to participate passively, or begin to confront the systems quietly reshaping our autonomy.

Section II. The Neoliberal Habitat: How Deregulation Gave Birth to Behavioural Capitalism

In a previous article, I outlined the virtues of Keynesian economics, especially in times of economic stagnation and depression. The Keynesian model, adopted across much of the West after World War II, positioned the state as a stabilising force—regulating the excesses of the free market, investing in infrastructure, and stimulating aggregate demand to boost employment and growth. This post-war consensus not only rebuilt Europe but embedded a belief in shared prosperity and public accountability.

But by the late 1970s, amid stagflation and institutional fatigue, this consensus began to unravel. In its place arose the ideology of neoliberalism—championed by economists like Friedrich Hayek and Milton Friedman, both of whom won Nobel Prizes and profoundly influenced political figures such as Margaret Thatcher and Ronald Reagan. The state, once seen as a steward of economic justice, was now cast as an obstacle to liberty. Regulation became synonymous with oppression, and public oversight was deemed inefficient, bloated, or corrupt.

Even those who espoused this laissez-faire doctrine conceded that it would widen inequality. But instead of confronting this outcome, they rebranded it as the necessary cost of freedom. Trickle-down economics promised that the rising tide of wealth would eventually lift all boats. Government intervention, they warned, would slide inevitably into authoritarianism. The social contract was reimagined: liberty became the right of the market, not the citizen.

Whichever side of that debate one falls on—and I myself favour a third-way approach, reminiscent of Tony Blair’s stakeholder capitalism, which seeks to balance the dynamism of the market with the moral responsibilities of the state—the fact remains: a vacuum was created. As state institutions receded and digital technologies emerged, the space left behind was rapidly occupied by private actors, especially in the tech sector. No regulatory frameworks were in place. No constitutional protections had been extended into the digital sphere. There were no checks—only opportunity.

Shoshana Zuboff describes this moment as the creation of “a new economic habitat”, one in which behavioural data became the dominant resource and the collection of that data proceeded unchecked. She writes:

“Neoliberal economists had been waiting in the wings for a half-century. Their ideas flowed into the policy vacuum left by the retreating state, shaping a new economic order in which surveillance capitalism could thrive.”

This is the habitat in which surveillance capitalism was born—not through malice, but through institutional absence. In the 1990s and 2000s, companies like Google and Facebook rose to prominence as innovative forces offering free, seemingly empowering services. But what was being offered to users without cost was never truly free. Gmail, launched in 2004, offered a superior email experience—but Google quietly scanned users’ emails to better target advertising. Facebook’s Beacon initiative in 2007 went a step further, tracking users’ purchases on third-party websites and broadcasting them without consent. Both initiatives drew outrage—but by then, the data extraction model had become too profitable to reverse.

This wasn’t just innovation. It was the birth of a new regime of accumulation. As Zuboff notes, surveillance capitalism didn’t invent behavioural data, but it was the first to treat it as an economic asset—harvested without permission, refined by algorithmic systems, and sold to shape future behaviour. And all of this occurred in a legal grey zone, without meaningful public debate, because the public did not yet understand what was being lost.

At the same time, another ideology accelerated this transformation: the doctrine of shareholder capitalism. Popularised by executives like Jack Welch at General Electric, it posited that the sole purpose of a corporation was to maximise shareholder value. Social impact, worker welfare, and civic responsibility were discarded in favour of quarterly earnings. This ideology seamlessly fused with the emerging digital giants, who were now rewarded not for ethical innovation but for scalability, efficiency, and extraction.

The consequences are clear: where industrial capitalism was at least met with counterweights—trade unions, regulators, civil society—surveillance capitalism has no real opposition. The data it feeds on is invisible, the public lacks the conceptual tools to resist, and lawmakers are often too slow or compromised to act. In the wake of 9/11, the problem deepened. Surveillance capitalism became not only tolerated but encouraged. Privacy was reframed as a threat to national security. Intelligence agencies partnered with corporations to create systems of mass data capture under the justification of counterterrorism. The state didn’t just fail to constrain surveillance capitalism—it helped to legitimise it.

Thus, a new regime emerged: one in which behavioural data became capital, autonomy became a variable, and freedom was increasingly defined as the right to be profiled. As Zuboff writes elsewhere:

“Surveillance capitalism operates through a logic of unilateralism. It asserts a unilateral right to take an individual’s experience, declare it as free raw material, and turn it into proprietary data.”

This is not the invisible hand of the market—it is the instrumental hand of the algorithm, optimising human life for someone else’s bottom line.

The central question is no longer whether markets should be free, but whether people themselves remain free within markets that know, predict, and manipulate their choices. And if democracy is premised on the ability of citizens to make reasoned, autonomous decisions, what happens when those decisions are pre-empted—when behaviour is not just anticipated, but shaped?

Surveillance capitalism is not just a technological phenomenon. It is the economic consequence of a political ideology—one that hollowed out the institutions designed to protect the public and replaced them with market logics hostile to accountability. What filled the void was not merely innovation, but an entirely new model of dispossession.

Section III: From Ford to Facebook – The Industrialisation of Behaviour

Henry Ford’s Model T exemplified the industrial logic of the 20th century: a symbiotic relationship between labour and capital that reshaped consumer culture itself. By mass-producing automobiles and setting prices low enough for the average worker to afford them, Ford didn’t just sell cars—he built a system. He famously paid his employees enough to buy what they made, embedding capitalism within a broader social compromise: workers produced value, and in return, they were afforded participation in the consumption economy. This was Fordism—a doctrine of standardisation, scale, and above all, predictability. Optimise the worker, and you optimise the profit.

This logic didn’t die with the assembly line—it evolved. Later industrial pioneers like Steve Jobs followed a similar trajectory, designing consumer electronics that brought computing to the masses. The iPod and the iPhone made digital access portable, intuitive, and ever-present. By the early 2000s, a new public demand had crystallised: access to information, entertainment, and communication should be instant, mobile, and free at the point of use.

That same logic animated the rise—and fall—of Napster, which promised free, decentralised access to music but quickly ran afoul of legal structures built for an older economy. Where Napster failed, Spotify succeeded—offering streaming access via a free or subscription model, monetised through targeted advertising and data collection. The product wasn’t just music. It was user behaviour—what you listened to, when, and how often—packaged and sold to advertisers or record labels seeking granular audience insight.

Meanwhile, Google, the most powerful information infrastructure in human history, began with a mission “to organise the world’s information and make it universally accessible and useful.” Its early success was built on intuitive search, rapid results, and a clean interface. But in its first years, Google lacked a business model. Following the burst of the dotcom bubble, pressure mounted from investors to generate sustainable revenue.

The solution? Behavioural monetisation. Google discovered that users’ search queries—once seen as technical inputs—could be repurposed as behavioural data. In 2001, it introduced AdWords, a revolutionary system that auctioned access to users’ intentions in real time. Suddenly, every search became a signal, every signal a commodity. This marked the birth of surveillance capitalism: a system in which the raw material was no longer labour or goods, but human behaviour itself.

Where Ford sought to control the worker, Google sought to automate the user. Labour was no longer the primary site of capital accumulation—behaviour was. And unlike factories, which had physical limits, digital platforms could scale infinitely. The user never clocks out. The behavioural data never stops flowing.

This logic echoes the managerial innovations of Alfred Sloan at General Motors, who pioneered systems of hierarchical control, internal performance metrics, and demand forecasting. Sloan’s goal was to anticipate market fluctuations before they occurred. Today, Silicon Valley has digitised and intensified this vision. Platforms use real-time analytics, machine learning, and A/B testing to anticipate and engineer user behaviour on an industrial scale.

Central to this is what Zuboff calls the behavioural reinvestment cycle: a continuous loop in which user behaviour is observed, extracted, analysed, monetised, and then used to improve the platform in ways that elicit more behaviour. This isn’t just surveillance—it’s behavioural engineering. And it works.

On YouTube, for instance, the platform’s algorithm drives a majority of watch time, learning what content keeps users engaged and continuously refining its recommendations to maximise viewing hours. Every click, pause, or rewatch is tracked and used to anticipate what you’ll watch next—often before you’ve even thought about it. Similarly, Netflix’s autoplay feature is not a design convenience—it’s a strategic tool to reduce friction and extend engagement. The system is optimised not for user wellbeing, but for retention and data extraction.

Facebook’s News Feed provides another example. What users see is not a neutral timeline but a stream of content curated to provoke the most engagement, often by stoking emotional reaction. It’s not just about seeing what your friends post; it’s about triggering behaviours that maximise comment rates, shares, and time spent on the platform. Every interaction becomes a datapoint in a massive predictive engine.

Even Amazon has extended this model, not only analysing past purchases and product views, but going so far as to file patents for predictive shipping—anticipating what a customer might order before the order is even placed. Your future behaviour becomes the object of commercial planning, reducing spontaneity to an engineering variable.

These systems operate as factories of prediction, where you are both the worker and the raw material. Sociologists call this immaterial labour—the kind of unpaid, invisible effort we contribute simply by existing online. Every scroll, tap, like, pause, and view is recorded, categorised, and fed into algorithmic systems that reshape what you see and how you think.

Unlike Ford’s assembly line, you cannot leave the platform when the workday ends—because the work is no longer formal. It is embedded in everyday life. Leisure, once a reprieve from productivity, has become a new site of data extraction. Your downtime has been colonised by platforms that monetise your preferences, your attention span, even your emotional states.

In short, the platform is the factory. And the product is you.

 

Section IV: The Fortress and the Feedback Loop – How Power Consolidates Through Prediction and Dispossession

Once platforms like Google and Facebook discovered the commercial power of behavioural surplus, their next imperative became clear: defend it at all costs. This imperative—what Zuboff calls the "Fortress"—is not made of concrete or code, but of legal ambiguity, corporate lobbying, opaque systems, and user habituation. Through a careful process of concealment and normalisation, these companies built moats around their extraction engines, insulating themselves from competition, regulation, and democratic oversight. The result is a feedback loop of increasing power and decreasing accountability.

A case that reveals this clearly is the SpyFi scandal, a term coined by investigative journalists after it was revealed that Google’s Street View vehicles, while photographing public roads, had also been collecting private Wi-Fi data from millions of households across more than 30 countries. This wasn’t limited to anonymised metadata—it included emails, usernames, passwords, and full web browsing histories from unsecured home networks. When the story broke in 2010, Google first claimed it was an accident, attributing the data collection to a rogue engineer. But internal documents and regulatory inquiries later suggested otherwise: the company had full knowledge that the payload data was being intercepted and stored.

Rather than face serious consequences, Google deployed a carefully honed strategy Zuboff identifies as the Dispossession Cycle—a four-stage mechanism of behavioural capture and institutional evasion. The first stage is incursion, where new surveillance techniques are introduced without consent or clear disclosure, often under the guise of experimentation. The second is habituation, where users and institutions gradually normalise the intrusion, especially when wrapped in the language of innovation or public benefit. Third comes adaptation, where companies adjust their framing, often issuing qualified apologies or claiming reform, while continuing similar practices under new terms. Finally, there is redirection, where attention is steered away from the core issue—often through marketing, lobbying, or selective compliance.

Google’s handling of the SpyFi scandal was a textbook example. The company framed it as a regrettable mistake, cooperated just enough with regulators to avoid heavy sanctions, and quickly redirected the narrative toward its future projects in self-driving cars and “internet for all” initiatives. Despite widespread outrage, the outcome was minimal: token fines in some countries, and no meaningful change to the underlying data model. The signal was clear—behavioural incursion pays, and the cost of getting caught is marginal.

This strategy has since become standard practice. Facebook, in particular, has internalised the dispossession cycle. In the wake of the Cambridge Analytica scandal, the company denied knowledge, expressed regret, promised reform—and then proceeded to expand its data collection apparatus even further through Instagram, WhatsApp, and third-party integrations. Each scandal becomes a moment not of reckoning, but of recalibration.

While this cycle plays out in public, a quieter form of power consolidation takes place behind the scenes—through lobbying, regulatory capture, and anti-competitive behaviour. Google and Facebook have spent hundreds of millions lobbying against data privacy legislation, both in the United States and the European Union. Internal memos from Google’s European lobbying teams, later leaked, referred to GDPR as a "dangerous precedent" and outlined strategies to influence policymakers, delay implementation, and shape regulatory language in their favour. Facebook, meanwhile, has regularly funneled vast sums into campaigns aimed at softening proposed legislation on algorithmic transparency and platform liability.

This insulation is not accidental. As Zuboff writes, “Surveillance capitalism must defend itself against the threat of public discovery.” And so it constructs legal fortresses, deploys armies of lawyers, and engineers systems so complex and opaque that even regulators struggle to grasp how they operate. The result is a structure of asymmetric knowledge and power: platforms know everything about their users, while users know almost nothing about how their experiences are shaped, mined, and sold.

Even antitrust scrutiny has proven difficult to apply. Traditional antitrust law is built around the idea of consumer harm through higher prices. But what happens when the service is free? How do you measure harm when the costs are psychic, social, or political rather than financial? Companies like Google and Facebook exploit this loophole expertly, positioning themselves as benevolent providers of free services while quietly absorbing the informational infrastructure of modern life.

This is the holy grail of surveillance capitalism: continuous behavioural data extraction at scale, with no resistance, no regulation, and no real alternatives. The platform becomes not just a product—but the condition of possibility for participation in society. You don’t use Google because you choose to. You use it because there is no meaningful way to operate in the world without it.

At this point, the system no longer merely predicts behaviour—it shapes it. Not through force or law, but through design, defaults, and the manipulation of choice architecture. The more data platforms collect, the more accurate their predictions become. The more accurate the predictions, the more behaviour can be nudged and guided. And the more behaviour is modified, the more power the system acquires—closing the feedback loop.

This is how power consolidates in the digital age. Not with a bang, but with a notification. Not through coercion, but through convenience.

Conclusion: Naming the System, Reclaiming the Future

Surveillance capitalism is not the inevitable by-product of innovation—it is a deliberate economic model, engineered to operate in the shadows of legal ambiguity, political apathy, and public misunderstanding. Its genius lies not in what it creates, but in what it conceals: a quiet redefinition of freedom, a subtle reconfiguration of power, and a silent transaction in which autonomy is exchanged for convenience without consent.

We have been taught to see these platforms as neutral tools, or even public utilities. But they are not neutral, and they are not public. They are corporate infrastructures of prediction, designed to monitor, modify, and monetise the human experience. And as their power grows, the space for dissent, deliberation, and democratic agency shrinks.

This is not just a technological challenge—it is a political crisis. The behavioural surplus economy undermines the foundations of self-government by eroding the conditions for informed, autonomous decision-making. When our choices are shaped in advance, when our attention is constantly redirected, when our lives are rendered into signals and sold to the highest bidder, we are not free—we are managed.


And yet, as Zuboff reminds us, this system is not destiny. It is a choice. A logic. A regime. And regimes can be confronted. Named. Reversed.


The question we must now ask is not just what kind of technology we want—but what kind of society we want. A society governed by democratic deliberation, or by algorithmic optimisation? A future defined by human judgement, or by predictive probability?


Because if we are not the authors of our attention, our desires, and our decisions—then someone else is. And in that arrangement, democracy is little more than theatre, performed against a backdrop of unseen code and corporate control.
